Service bulletin S-TT-0097-15
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
TT: After a heavily discharged ?dead? battery or jumpstart, you may encounter a condition where the vehicle does not move in reverse. This condition can occur when the vehicle?s battery cannot provide sufficient energy/voltage ~12 Volts to power the automatic transmission solenoid. No transmission repairs should be attempted for this condition if normal operation is restored after the battery is properly charged.
