Service bulletin L-SB-0105-12
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Some 2013 model year ES 350 and ES 300h vehicles may exhibit a condition where the passenger headlight and rear defogger operate continuously. This condition may be caused by a poor ground for the Engine Room Junction Block Assembly on the left fender side panel bracket after a collision repair. This may occur during body shop repairs or other repairs where the left side fender bracket grounds were left loose, not properly attached using correct bolts, or improperly painted, and the vehicle?s battery was connected.
