Service bulletin TSB170117-110920
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Technical Service Bulletin describes the verification and resolution of a fracture of rocker lever ball at interface of shank and flange on rocker lever causing low power, white smoke, black smoke, and/or abnormal engine noise. If fracture of rocker lever ball is observed on any rocker lever, all six rocker lever assemblies (containing all twelve individual intake and exhaust rocker levers) must be replaced. Rocker lever ball malfunction is related to a material issue for a limited rocker lever build period.
