NHTSA's summary

The 19i4 Radiator Mounting Service Action has been involved in Phase 1 of the new Targeted Allocation Process. During this phase, allocations were sent on a weekly basis according to each dealer's projected vehicle population. Effective on April 29, 2013, Phase 1 of the 19i4 Service Action will move into Phase 2. During Phase 2, parts will be placed on Upper Order Limits allowing dealers to order parts as needed. Upper Order Limit tiers will be scaled to support the remaining open vehicle populations of the campaign. In some cases, tiers may be smaller than what you received during the weekly allocations.
