Service bulletin ATS171002
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Tech line summary article - Before you take a newly arrived vehicle for its first drive, make sure you charge the high-voltage lithium-ion battery. The vehicle leaves the factory with its battery state of charge level at a minimum. If you take the vehicle out on the street without first charging the battery, you could wind up running out of charge.
