Service bulletin CARFAX Block
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
As part of our CPO certification process, it's been our stated policy that all open recalls must be repaired prior to acceptance into the program. Now, in partnership with Carfax, we're adding a hard stop from mistakenly enrolling a vehicle with open recall. Effective June 15, all Carfax reports using our CPO socket (access portal) will have a standard check on all open recalls. If report shows an open recall, the vehicle will be blocked from enrollment until the repair has been made and a claim put through our warranty system.
The document
The document is the manufacturer's. This site does not hold it. NHTSA files a document at one of these two addresses; we have not asked NHTSA which.
