Service bulletin 1HD-F8M6H-03
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Tech Article, TA0015: MY17 ABS Historic DTC Codes. ABS codes U0001 and U0003 showing up in Digital Technician II under the historic codes section. Harley Davidson has been able to trace these codes back to the TechLink module being connected to the vehicle while the ignition was already turned on. If the TechLink is properly connected prior to turning on the ignition switch, these codes should not appear. If these codes appear on the vehicle, clear the codes and make sure to use the proper connection steps for TechLink.
