Service bulletin GCUS-9-3543
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Administrative Message. Every dealer should have a sales process that includes a check of the Required Field Actions section on the Investigate Vehicle History (IVH) screen in the Global Warranty Management (GWM) system to determine, prior to the sale or delivery of any new vehicle, whether there are any required field actions on the vehicle that need attention. If one or more ?open? field actions are identified, the dealer should then review the appropriate bulletins and perform the required repairs.
The document
The document is the manufacturer's. This site does not hold it. NHTSA files a document at one of these two addresses; we have not asked NHTSA which.
