Service bulletin PIC3171E
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Preliminary Information communication provides information to the technician about vehicles that have unwanted Stabilitrak activation and/or a "STABILITY SYS ACTIVE" message on the Driver Information Center when turning. Technician may find Diagnostic Trouble Code C0252 or C0710 set. Technician should monitor the Steering Wheel Position Sensor Phase A and Phase B parameters under Vehicle Stability Enhancement System data. Technician will need to inspect the lower steering column bearing for damage, if the Steering Wheel Position Sensor Phase A and Phase B is incorrect. If movement is noted, replace the steering column assembly or install a steering column kit.
