Service bulletin 12345
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
The presentation is regarding a manufacturing defect in Continental's Urea Concentration Level Sensor, where conductive glue was missing between two components. The conductive glue adheres a contact bridge to a piezo. Without the glue, contact may be intermittent or lost, and the signal for fluid level measurement will not be transmitted to the sensor. When the vehicle ECU continues to receive information that the fluid level is 0, the vehicle will output a P203B code. This part was found in the field, and returned to Continental in warranty. Updates on the root cause of this manufacturing defect, an initial risk assessment, and proposed interim and permanent containment actions were reported to both the Tier 1 supplier (supplies the Urea tank with sensor PIA), and to Ford.
