Service bulletin 1789
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This presentation is informing customers that due to a nonconforming batch of flat-wire material, peeling of the tin surface at the contact wire could occur. This could result in a malfunction due to the stepper motor. This nonconformance was identified at the stepper motor assembly line, which drove containment and corrective measures.
