NHTSA's summary
This Technical Service Bulletin describes the verification and resolution of the turbocharger actuator sticking as caused by the exhaust gas recirculation cooler internal heat shield cracking. Metal pieces from the internal heat shield can be ingested by the turbocharger, resulting in turbocharger nozzle vane damage and turbocharger actuator sticking.
