A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary

Concern: Airbag Faults for ?Below lower limit? in various ignition circuits Information: Shorting bars are present in airbag ignition circuit connections. When a connection is not secure, the bars close against the pins and short the ignition circuits together. This condition will set a ?Below lower limit? fault. If such a fault is encountered, all connections in the affected circuit should be disconnected, inspected, and reconnected while ensuring a tight and proper fit. The fault should then be checked to verify if it is no longer present. Ensuring proper connections in the airbag circuits will often resolve ?Below lower limit? faults.
