ACTION: RETAILERS ARE REQUIRED TO HOLD ONLY AFFECTED VEHICLES THAT ARE WITHIN YOUR CONTROL AND REFRAIN FROM RELEASING THE VEHICLES FOR NEW OR USED VEHICLE SALE PENDING COMPLETION OF THE REWORK ACTION DETAILED IN THIS TECHNICAL BULLETIN."
