ACTION: RETAILERS ARE REQUIRED TO HOLD ALL AFFECTED VEHICLES WITHIN THE LISTED VIN RANGE THAT ARE IN THEIR CONTROL AND REFRAIN FROM RELEASING THE VEHICLES FOR NEW OR USED VEHICLE SALE PENDING COMPLETION OF THE REWORK ACTION DETAILED IN THIS TECHNICAL BULLETIN."
