CAUSE: TEMPORARY FLAT SPOTS NATURALLY DEVELOP ON THE ROLLING SURFACE OF A TIRE WHEN THE WHEELS OF THE VEHICLE ARE STATIONARY OVER A PERIOD OF TIME."
