THIS TECHNICAL SERVICE BULLETIN DESCRIBES THE VERIFICATION AND RESOLUTION OF AN ISSUE WITH INSITE 7.4 ELECTRONIC SERVICE TOOL. AFTER UPGRADING TO THIS VERSION, SOME USERS ARE SEEING THAT SOME SPEED RELATED PARAMETERS THAT SHOULD BE ADJUSTABLE ARE LOCKED. THE ROOT CAUSE FOR THIS PROBLEM IS THAT SOME FILES ARE NOT GETTING UPGRADED.
