Service bulletin 72-40
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Cascadia Door Air Leak On Cascadia vehicles built from November 25, 2013, the drain holes at the bottom of the cab doors were enlarged to improve drainage during the e-coat process in the manufacturing plant. The larger holes allow more cold air to flow through the doors, most noticeably in extreme cold conditions. If an objectionable amount of cold air flows through the doors, seal the two center holes in each door with plugs. This will reduce the air flow significantly, while allowing for water drainage.
