Service bulletin 703R

A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary

UNDER NORMAL OPERATING CONDITIONS, THE WATER (COOLANT) TEMPERATURE ON MODEL 320 AND MODEL 387 VEHICLES WILL BE BETWEEN 210 DEGREES F AND 225 DEGREES F (99 DEGREES C AND 107 DEGREES C). CURRENT WATER TEMPERATURE GAUGES IN THESE VEHICLES SHOW THIS RANGE AS BEING WITHIN A RED OR DANGER ZONE, WHICH IS INCORRECT AND COULD CAUSE UNNECESSARY CONCERN TO AN OPERATOR. A NEW WATER TEMPERATURE GAUGE FACEPLATE HAS BEEN DEVELOPED TO REPLACE THE CURRENT FACEPLATE. *TT

Listing a model year does not mean every vehicle of it is concerned: the document says which.
